What protesters wanted the government to sign

Section 504 of the 1973 Rehabilitation Act barred disability discrimination in programs receiving federal financial assistance. The Department of Health, Education, and Welfare still needed to issue rules governing the programs it funded. Demonstrations began across the United States on April 5, 1977. In San Francisco, protesters occupied the department’s offices. Secretary Joseph Califano signed the rules on April 28. The Federal Register published them on May 4. In her account of the protest, organizer Kitty Cone describes committees and outside allies who helped people stay in the building. Food, medication and communication all had to be organized. That work kept a coalition with different access needs in a position to press for the same decision. Kitty Cone’s account at the Disability Rights Education and Defense Fund.

OPC analysis · Two things to look for

Start with whose work the trailer puts in view. How much can a short preview show about the organization that sustained the occupation? Then look for the decision that would end the protest. Who had the authority to make it and what was the document? The government record gives viewers a way to check the stakes that a film compresses into a few scenes.

Those questions apply to current accessibility announcements too. Who is covered? Where can they read the implementation rules? What happens if they are turned away? A program might have a step-free entrance and an inaccessible application form. Check the route through the service as well as the route into the building.
